The establishment of Darul Quran began in 1966 when the first Malaysian Prime Minister, Tuanku Abdul Rahman Prince Al-Haj, expressed his desire to establish a Institute for Quranic Studies in Malaysia. The intention was expressed during the opening of the National Mosque where the idea came about following the Musabaqah Al-Quran held since 1960 and the visit of the Rector of Al-Azhar Sheikh Mahmud Syaltut University at the opening of the National Mosque.

To begin with, Maahad Tahfiz Al-Quran Wal-Qiraat was established as one of the units in the Islamic Affairs Division, Prime Minister’s Department, Kuala Lumpur. With this inception, the Tahfiz al-Quran field was started at the National Mosque Lecture Hall on March 1, 1966 with a total of 8 students at the time as apprentices selected and sent by the states of Malaysia.

In 1997, Maahad Tahfiz Al-Quran Wal-Qiraat was upgraded as part of the Department of Islamic Development Malaysia (JAKIM) and named Darul Quran. Finally, on November 1, 1998, Darul Quran was placed on a permanent campus at the Darul Quran Complex in Ampang Pecah, Kuala Kubu Bharu, Selangor.
